The Côte d'Azur has Nice Airport with good connections throughout Europe. For more remote properties in Tuscany or Umbria, a hire car is usually the most sensible option, and honestly one of the pleasures of the trip.
Private transfers from the airport to the villa can be arranged through most good booking agencies and cost anywhere from 80 to 300 euros depending on distance and vehicle size. For groups, it's often cheaper and more comfortable than multiple taxis.

For a city break of two or three nights? A hotel probably makes more sense. The convenience, the central location, the restaurant downstairs. Hard to argue with.
